I'm sure it seemed like a good idea...but in execution, it's a mess.
If you're going to overlap portraits (people, horses, cats, whatever), you need to shoot each individual with identical lighting. Then, you need to do the overlap so that perspective and proportions are natural.
That piece kind of misses that goal. The middle horse looks like he was not only photographed under different light, but also with a different (lower-res) camera. Plus, to have the heads of the rearmost horses larger than the horses in front, on the right, really makes the picture...awkward.
The portrait artist/graphic artist in me wants to fix it.

Yeah...Iffraaj wins the beauty contest, although Novellist and Starspangledbanner are also very handsome. Harbinger? Not so much.
Good thing for him that breeding to TB stallions isn't usually based on the prettiest head.
