If you live outside the Mid-Atlantic, you may not be aware of this years-long horror story. What started out as a grandiose "get rich" scheme that revolved in part around PA's breeder bonus program turned into animal abuse and neglect involving a MD farm as well -- and dozens of horses lost their lives. And nothing even approximating justice has yet been achieved.

No AI breeding but unsupervised pasture breeding is okay...hmmm... It sounds like each group was going to fund other development project based on those breeder incentive pay-outs. PA needs to rethink that program to prevent this from happening again. Unless those who manage the program are in on it. Making money too.
Meanwhile there is another cruelty, neglect, starvation, fraud and torture case in Florida where the owners of Napier Log Cabin Horse and Animal Sanctuary neglected many horses in a couple of locations. Wonder what happened? If the one person caring for 22 of the Star Barn horses says those animals cost them $75,000 so far, I'm guessing the $100,000 reported income of the Napier group was no where near what they needed to care for all the animals in their care. Unless they were not using those funds to care for the animals. Redirecting donor funds to their own use.
