Shin Emperor is full brother to an 'Arc winner and I hope a karmic payback happens as this is same jockey/trainer combo as was Forever Young. However a foreign born horse has never won this race .

Trainer Yoshito Yahagi commented after Shin Emperor had finished good 3rd in the Japanese Derby;
''He will be aimed at the Arc via the Irish Champion Stakes.''

Yoshito Yahagi has said that Shin Emperor would be staying at Hiroo Shimizu stable at Chantilly from the end of August, from where he would compete in the Irish Champion Stakes and the Prix de l'Arc de Triomphe.
Like Forever Young who will run in the BC Classic at Del Mar, Shin Emperor will be ridden by Ryusei Sakai in Europe.

Yamanin Ours(JPN) won the G3 Procyon Stakes 1700m dirt easily to remain unbeaten under Yutaka Take.
Yutaka commented sometime ago that he wanted the lightly-raced 4yo son of Just a Way to become a Japanese Flightline at some point, didn't he?

Yamanin Ours became the second heaviest group winner (584 kilogram) in JRA history, 2023 Procyon Stakes winner Don Frankie(JPN)(Daiwa Major) being the heaviest (594 kg).
Don Frankie was 2nd in the G1 Dubai Golden Shaheen in his last time out.

Jockey Yutaka Take, who has partnered Yamanin Ours since the colt's second start, commented, "Today, he felt the best he's ever felt." He added, "He hasn't had much experience being crowded or taking kickback, so I thought it was better if he avoided those situations. We got a good position."

Yamanin Ours continues to display immense potential. "This was only his fifth race, and he delivered such a performance in graded stakes. He's getting stronger with each race, and it's incredibly exciting to see how far he can go," remarked the experienced jockey, his voice full of excitement over the colt's remarkable ability.

Which brrings me to why is that track so DRY? Do they usually leave it light and sandy like that and not water it down??

From what I have seen, most Japanese "dirt" tracks are mostly sand, and the kickback can be brutal. It's like running through a sandstorm.

It varies from course to course, JRA Dirt is more sandy, firmer + faster (and consistent) than NAR Dirt. Japan’s tracks are spread across the country and they often use materials from their region however Aussie sand is being used on some NAR tracks now

Compared to turf and US dirt, Japan dirt course required more power than speed. Therefore it's said to be less stressful on that course.

Since it requires more power, Japan dirt horses are generally specialist and has less speed compared to turf horses and US dirt horses.

By the way, they used dirt track like US in Japan but it can't stand with rainy climate in Japan so they switched to mixture of dirt with sand. And different track use different sand. JRA use sand from Aomori, while NAR (include Morioka) use either river sand or Australian sand.

Recent trend in NAR (local) that they started to switch from local river sand to Australian sand. Sonoda, Monbetsu, Funabashi, and next Ohi.

All JRA tracks were using ''sea sand'' from Rokkasho-mura, Aomori Prefecutre, until several years ago.
But they say some started to use sand from other region recently, too.

As for NAR, eight tracks (Monbetsu, Funabashi, Kanazawa, Kasamatsu, Nagoya , Sonoda, Himeji and Ohi most recently) switched to ''silica sand'', mostly coming from Australia, which is also called ''white sand'' by the fans.
