Nope, same color prevalence as in any other country.

I see more black/darkdark brown horses watching races from Japan than elsewhere.

Japan also acquired black/darkdark brown stallions like War Emblem, Roses In May and Shanghai Bobby. I think there are others, but the names escape atm.

It's a simple matter of genetics.
Most TBs are bay (E_ A_), so have at least one copy of Dominant agouti (A). To get a black horse (E_ aa), you need a horse with dominant extension (E) and recessive agouti (a)
The more black or red (recessive agouti) horses you have to breed, the better chances of producing more of them.
