You were right. They posted on Twitter a couple weeks ago that he will stand in Chile this year. U S Navy Flag has been sold by Coolmore to The Oaks Stud in New Zealand. This is an article about how he is Champion First Season Sire in New Zealand but talks about how he was sold a couple weeks ago.

U S Navy Flag has been sold by Coolmore to The Oaks Stud in New Zealand.
Figured Coolmore might be doing a little editing of their stallion roster. They have to make room for Corniche and any other 2yo champion that becomes available.
New Zealand will be a great place for US Navy Flag. Those breeders have a better appreciation for that lovely War Front over Galileo blend than Americans do.

Huh. Bloodhorse's Stallion Register had him shown as standing at Ashford when I posted the above. But I just checked now...and NOW it shows him at Coolmore in Ireland.

I referenced reading an article that talks about how breeders are becoming less and less likely to use a new stallion after his first year in the 2023 mating thread. I thought it would probably be better to post it here. Yes its a lot about Cross Traffic but the author talks about how a lot of breeders will only use 1st year or proven stallions.

I will note that there is an error as Cross Traffic was the 2nd son of Unbridled's Song to be Leading Freshman Sire, as Dunkirk was Leading Freshman Sire in 2013. Easy to forget that though, as he was sold on the next summer.
