They can change it up until a horse races. In extremely rare cases, a horse's name is changed after racing. For example, the 2YO now known as Scabbard was originally named Noose. After his first 2 starts, I guess someone pointed out the bad connotation of the word "noose," so JC asked the owner to rename the colt and he said he was happy to do so, as he hadn't taken the potential offensiveness of the name into consideration.

tbh I'm surprised no one noticed any potential negative connotations with Noose

Another example is a filly named Dake. She raced (and was maybe a black type winner? I can't remember) at first as Columbine is Sad, then the shooting at Columbine High School happened and the Jockey Club let the owner change her name to Dake.

There also was a horse named Fozzie Bear. The Muppets people found out about it and made them change the name. He became Bold Revenue.

Different strokes for different folks, but I personally would be honored if someone liked my character enough to name a horse after it.

There was a horse that Jack Van Berg had years ago that raced a few times with the name Lord Phumducker. His name was subsequently changed to Lord Duckworth. It may be apocryphal, but I had heard some announcers—Trevor Denman being prominent—complained about the horse’s original name.
