IMO, it's more reasonable than other recently retired stallions. He has a nice pedigree and race record, raced past 3 (and did well), and the duel surfaced G1s helped his case a lot.

Let's make a comparison to another recent Claiborne retiree whose initial fee was also $25K. Longpost, sorry in advance.
Mastery was undefeated in 4 starts, all on dirt, with the bulk of his wins coming as a juvenile. He was retired after fracturing his colyndar bone when winning the San Felipe as a 3 year old. He won the G1 Los Al Futurity as a juvenile over an "eh" field. Mastery has a wonderful female family, with Jump Start, Miswaki, and others featuring in it. He's a son of Candy Ride, a stallion who gains more momentum every year, and if his son Twirling Candy is any indication, he's a future sire or sires.
Catholic Boy was a GSW every year he ran, which is three years, from 2 to 5. He has won G1s on both turf and dirt, and he is also one pf only two horses - the others being Secretariat and California Chrome- to win a G1 on both surfaces as a 3 year old. He also ran against and defeated better company than Mastery. He won the Travers Stakes, which is one of the more prestigious 3yo races. He appears to have retired sound (not that retiring with an injury means the horse is unsound and will 100% have unsound offspring, because injuries happen). He's a 6 time GSW and multimillionaire. His sire More Than Ready has several sons at stud, most of which are young, but his son Custom For Carlos has a G1 winner. Catholic Boy's female side is not as impressive as Mastery's, but there are several stakes winners/producers in the first five generations and even foreign champions.
So there you go. My personal opinion is that Catholic Boy, at least on paper, is more versatile, and would draw turf breeders more than Mastery. Turf racing is getting more popular, which helps, and its always a good thing for a stallion to be marketable to both markets. The current American dirt market is precocious juvy speed, speed, and more speed, but Catholic Boy was a stakes winner at two on dirt, so he has that area covered. He also has the "classic sophomore" area covered. Turf? He's got it covered. And, for the breeders (that are still out there) who like longevity, he's got that covered as well. His sire MTR is also known to sire top performers on turf and dirt, more so than Candy Ride.
In conclusion, IMO, Catholic Boy warrants the $25K for his first year more than Mastery did. But, breeders paid the $25K for him, so what do I know?

Let's be real. When Tapit went to stud, were his credentials significantly better than NYD's? He hasn't had a returns submitted with the Jockey Club yet. From the USDA imports from South Korea to the US for breeding stallions, in accordance to CEM:
Testing of stallions consists of one set of culture swabs from the external genitalia, followed by live cover breeding to 2 test mares. The stallion’s external genitalia will be scrubbed and coated with an antibiotic ointment for 5 days following test breeding. Beginning on day 3 after breeding, culture swabs are collected from the test mare on 3 separate occasions over a 12 day period. Test mares are tested by CF between days 21-28 after breeding. All cultures and CF results from the stallion and test mares must be negative in order for the stallion to be released from quarantine. If any tests are positive, the cultures, test breeding and treatment procedures are repeated until negative results are obtained.

I think its an error in the studbook as there is a mare with the same import date as Revolutionary and her name is Regal Embrace. Her registration is also only 1 number different.

I was wondering if Korean racing, like China, doesn't like horse names with any reference to war or violence.
I've seen quite a few horses bought for Hong Kong racing that had their names changed because their original moniker had words like War, Battle, Revolt or Rebellion. IIRC, the War Front colt Lines of Battle became Helene Superstar (and a gelding?) when he was exported to Hong Kong.
The Chinese racing Powers-That-Be really seem to prefer names that are happy...and communistically respectable. No rebels or fighters or freedom activists, please.
