Absolutely.
The foal shed is traditionally always the darkest the coat will ever be, and is not indicative of adult shade.
Once the foal has shed their initial winter coat, you should have a better idea of actual adult shade.
Greys obviously continue to change over their lifetime, as well as horses carrying Lp (leopard complex).
