I understood that Racingpost made that list for the yearlings sold.
But, if any interest, the most expensive horse (foal or yearling or 2yo) sold at the public auction in Japan is Daoine Sith(JPN), 2006F. King Kamehameha(JPN) x To the Victory(JPN) by Sunday Silence(USA).
She was sold for ¥ 630,000,000 (US$ 5.5m) at JRHA Select Sale Foals session in 2006.
