My friend already has one "nut job" thoroughbred in her barn and just picked up a second thoroughbred with the sire descending from Halo and the mare descends from Spinning World...should we be concerned that the new horse has personality traits from both horses? I know Halo and have heard Spinning World was a nut but don't know a ton about him

This site lists Spinning World as being a bit of a psycho. He's the one pictures on the web page wearing a muzzle.

Every horse is different. I don't know what makes the first TB a "nut job" or if either of them ever raced, but your friend might want to do some reading about retraining OTTBs.
Our best lesson horse was by Devil's Bag with Halo as his grandsire, and had the quintessential Halo eye. But he was the nicest, most laid-back fellow you could ever imagine.
