Northern Foals

A question for breeders here: do breeders in northern states and Canada breed for later foaling dates out of winter temperature concerns? The 2yr olds are generally quite small at my local Canadian track, and wonder if they're just younger overall than those bred in warmer climates.

I've seen Jan/Feb foals in B.C. and Ontario. So, I don't think so.
