There are only a handful of reasons Pharoah wouldn't shuttle, that I can think of. They feel he wouldn't nick well with the mares in Australia and/or little interest from Australian breeders, the shuttle insurance is too high, Zayat put a no shuttle clause in the sales contract(doubt that), or also highly unlikely, they feel since he is a Triple Crown winner that he should be here for the fans(that is laughable and I can't believe I just typed that.)
I would doubt they'd send a stallion that is valued as highly as he is, anywhere but Coolmore Australia. It doesn't appear that any stallions from the Empire Maker/Unbridled/Fappiano sire line even stand in Australia, or they aren't on the Australian Stallion search. There is only one stallion with Unbridled in his pedigree and that is Hampton Court who is out of a Broken Vow mare. You would think a stallion from the line would have made it there but if they did, they must not have been successful.
I would lean towards the reason being his pedigree just wasn't going to work well with the Australia mares and/or there was little interest and they were unwilling to send him elsewhere because of his value.

2014 Haydock Sprint Cup winner G Force has been sold and will resume racing after proving to be infertile while standing his first season at Tally Ho Stud in Ireland this year. He started his career with Richard Hannon snr and Qatar Racing, then was sold to David O'Meara and Middleham Park Racing, and will now run for Adrian Keatley and Equinegrowthpartners Syndicate.

Obviously not from the Empire Maker branch of the family but Unbridled's Song tried at least one season there and it didn't work out too well. I can't really see that stopping them from shuttling him though. I'd guess more of it being because of his value. They've also cut back on the number of freshmen they shuttle down to Australia. None of the Irish-based freshmen are going down (I'm not counting Vancouver since he hasn't stood anywhere yet) and I think Verrazano was the only new stallion from either base last year that went (and they told me point blank at the beginning of last year that a large reason they bought him was for his shuttle value).Flanders wrote:

Smoke Glacken was euthanized "due to the infirmities of old age." He must have had some issues, he was only 22

WinStar Farm has entered into an agreement to acquire the breeding rights to Santa Anita Derby (gr. I) winner Exaggerator.
Upon his retirement, Exaggerator will by syndicated by WinStar.
In the meantime, the Kentucky Derby Presented by Yum! Brands (gr. I) contender will continue to be campaigned by owners Big Chief Racing, Head of Plains Partners, Rocker O Ranch, et. al, and trainer Keith Desormeaux, and at the conclusion of his racing career will be retired for stud duty at WinStar near Versailles, Ky.

When he was pensioned in 2013, declining fertility and the effects of advancing age were the reasons given. He must have had something going on for them to pension him then. Mad Flatter Euthanized After Accident

The 11-year-old son of Flatter stood at Diamond B near Mohrsville, Pa., where he's attracted solid books of mares since entering stud in 2013.
