Usually means that the mare wasn't born with the parts necessary to produce a foal. Though it is very rare, I can think of 2 times that mares didn't have ovaries. This article: https://www.bloodhorse.com/horse-racing ... ct-is-male
And then in the 90s there was a mare named Shoop who was sold as a racing prospect only because she didn't have ovaries.

Or maybe even that she had a hard time foaling and vets don't recommend breeding. I wouldn't expect that kind of mare to go through the sale.
