Bayern-7 mares
Albertus Maximus-1 mare(shadwell)
Army Mule-48 mares (hill n dale)
Afleet Alex-17 mares(gainesway)
Big blue kitten-10 mares(Calumet)
Brody's cause-49 mares (spendthrift)
Broken vow-18 mares
Carpe Diem-33 mares

Soo many Kentucky stallions got either single digit mares or less than 60 mares...how have they not been shipped out or pensioned for 2021 yet?

Calumet doesn' t need to be commercial. Brody' s Cause will likely get more as he has done well so far this year. Suprised by Broken Vow, but he is getting up there so he may well be pensioned soon.

I don't know if we can accurately judge the popularity of stallions for this crazy, Covid-cursed year.
Unless the financial situation is dire for a farm, I suspect that most breeders are going to wait until 2021 is past before making a decision about their stallions.

As BaroqueAgain said, covid has really made a lot of breeders rethink breeding in 2020. It just maybe wasn't possible to ship mares in to be bred. A lot of stallions cover mares that foal in other states.
But here goes for some of them:

Shadwell stallions rarely get a lot of mares. We had a discussion about this in a thread earlier this year. Regardless of the stallions pedigree and race record, they get low numbers. Mohaymen was an exception for his first year but had his numbers plummet every year since. Its a mystery why their stallions don't get more mares. But I don't think they sell them on either. They usually just stick around there.

Broken Vow is old, a Pin Oak homebred(4th generation homebred) and has been a really good stallion for them. Pin Oak is a farm that gives their stallions more time than most other farms (if he were a younger stallion). But this is a stallion that has 6% SWs over his career and only recently fell out of favor. This happens sometimes with older stallions regardless of who they are. He isn't going anywhere.

Afleet Alex hasn't bred many mares in the past 4 breeding seasons, combined he has covered 98 mares. His career has been up and down for mares bred though. It dips, he gets a good horse, it goes back up, rinse and repeat. But he isn't exactly young either and has stood at Gainesway his entire career.

Calumet stallions rarely get mares, besides English Channel, usually because the stallions are overpriced and not what the commercial market wants. Calumet's owner is NOT in this to be a commercial stallion farm. He stands stallions he likes, no rules apply for stallions here.

Bayern, I really think has fertility problems. But I only have the breeding statistics the Jockey Club releases to go by. They aren't great to judge a stallion's fertility with because a mare could get in foal and lose the foal, etc. but his is substantially lower than most other stallions. But if he does have fertility problems, who wants to buy a stallion with bad fertility?

Brody's Cause first foals are 2 this year. Its hard to get big books of mares to a stallion during their 4th breeding season. His 2019 mares bred wasn't huge either. Agree with CorridorZ about him, he has done well this year.

Carpe Diem, I would imagine they haven't gotten an offer for. Winstar isn't one to hold onto stallions that haven't done anything and he hasn't done anything. They had to slash his stud fee from $25,000 in 2019 to $7,500 in 2021. If he was at another farm I'd say they were waiting to see if they improved at 4.

Army Mule got a lot of mares last year in his first season at stud.

When people were discussing Honor Code's ROMB I couldn't help but think he was also affected by COVID. Why wouldn't he be? If 2020 hadn't happened he may very well have still gotten 100+ mares or at least that many booked before dropping out for whatever reason.
