I wanted to add that because I don't want to come across harsh or something because that is not my intent. I've always found the International list of protected names interesting and truly how few horses are on it.

Not really, while he might be well known in the US, he didn't win a G1 race since the SA Derby at 3. There are way more talented US horses that aren't on the list including Azeri, Holy Bull, Point Given, Serena's Song and countless others. Honestly if Justify doesn't win the BC Classic, his name won't even automatically go onto the list. They have added him to the Temporary protected names list though along with Cracksman. In the grand scheme of things, if every horse that won at G1 race in every country or was a Champion was added to the list, names would go away super fast.
Surprisingly, there are only
3069 names that are Internationally protected. In 2009 the committee removed almost 1600 names from the list from pre-1950, you can view those on the 2009 list.(the link to all is at the bottom)
Since 2005, the only racehorses that get protected are winners of:
Gran Premio Carlos Pellegrini, Grande Premio Brazil (South America)
Cox Plate (2005), Melbourne Cup (from 2006 onwards), Dubai World Cup, Hong Kong Cup, Japan Cup (Asia)
Prix de l’Arc de Triomphe, King George VI and Queen Elizabeth Stakes, Irish Champion(Europe)
Breeders’ Cup Classic, Breeders’ Cup Turf (North America)
From 1996 - 2004:
from 1996 to 2004, the winners of the nine following international races :
Gran Premio Carlos Pellegrini, Grande Premio Brazil (South America)
Japan Cup, Melbourne Cup (Asia)

Broodmares and stallions can also make the list by meeting the following criteria:
-Broodmares who have produced at least two Group 1 winners and one other Black Type winner.
-Stallions who have produced at least 15 individual Group 1 winners.
Plus each country can submit 3 racehorses and 3 breeding stock horses each year to be considered for addition on the protection list.
